DALO: Improving the availability of Denmark's military helicopter fleet

The Danish Defence Acquisition and Logistics Organisation (DALO) is the specialised materiel and logistics centre of Denmark’s defence organisation, administering a budget of around DKK seven billion (£740 million).

To improve the availability of helicopters for search and rescue, coastguard duties and sovereignty enforcement, as well as international crisis response, DALO needed to deliver improved helicopter capability for less cost. Appointed to help DALO meet this challenge, we produced an in-depth report on the key drivers of operational availability for the new AW101 helicopter fleet, enabling DALO to target its investments and ensure maximum impact.

We designed a sustainable support organisation for all helicopter types, based on an analytical assessment of operational issues and areas of complexity. We then provided advice to the new maritime helicopter procurement programme by reviewing the process and evaluation model for the tendering and evaluation phases, and advised on the development of a new KPI model.

This jointly developed model covered indicators such as ‘Mission Success Rate’ and ‘Availability on Ships’, among others, to create the basis for a long-term performance based logistics contract. Our work provided DALO with improvements on all helicopter types, leading to reduced costs and improved availability.
