Survey of human resource management in German companies
PA's new survey of human resource management in German companies shows a dramatic picture of backwardness and complacency in many HR departments.
The survey report - 'Exceptional HR excellence', by PA Consulting Group - is based on HR managers' own self-assessment in 40 German companies. Their findings show that HR departments in German companies have a traditional role - only a few exceptional firms are modernized. In the worst cases HR strategy is not documented and not linked to the business strategy, HR processes are not relevant, their value-add is not measurable, and HR IT systems are not integrated.
PA's study compares the HR departments that excel with standard HR divisions. Excellent HR departments are more focused on strategic HR functions and are more familiar with new business models from Anglo-American HR functions, such as shared service centers and HR alliancing.
The reports concludes that a major change of direction is necessary: HR managers can contribute value to corporate success only by becoming a strategic partner of the business . PA's report 'Exceptional HR Excellence' calls for increasing efficiency at administrative and operational levels.
