Transport for London (TfL) is the body responsible for London’s transport system. Given the investments needs to support expected growth in London, planned operating expenditures will become highly constrained; TfL needed to review how it conducted its activities to ensure they were delivered efficiently and to free up any resources. This operating cost review would need to be sensitive to political drivers, organisational cultures and differing leadership styles across the organisation. As TfL’s consultancy partner, PA Consulting Group was selected for its experience providing quality support and expert independent advice across a range of activities including value mapping, organisational design, business change and benchmarking.
PA worked in a joint team to review TfL’s operating activities and their associated costs; highlighted potential areas of opportunity to reduce expenditures; and created and agreed a clear set of solutions alongside TfL stakeholders. The total potential savings opportunity uncovered, in conjunction with other initiatives included in TfL’s nine-year business plan, was £2.4 billion – thereby, releasing funds to support the continued delivery of essential front line services’.
