Conceptual Development Plan for Ledong, Hainan, China

Positioning Ledong as China’s gateway to the world

The Long Qi Bay and Long Teng Bay site is located on the southwestern tip of Hainan Province, China’s principal tropic island. The two bays stretch for 33 kilometers along the shore and are some of the last remaining undeveloped beaches in Hainan. Agriculture is the principal economic activity in Ledong county, and the rivers that pass through the project site are susceptible to serious flooding. Hainan is becoming an international tourism destination, thanks in large part to the tourism development in Sanya, the adjacent county to Le Dong. The Hainan Land Property Group acquired a coastal strip totalling 65 km2 with the intent to develop a new, high-end tourism destination.

Tourism developments in Hainan have either catered to the mass Mainland Chinese market (currently accounting for over 95% of total visitors) or to more exclusive international visitors in integrated resort developments.  For the Ledong project to be successful, the Hainan Land Property Group must propose a unique, mixed use development that complements both existing and planned tourism developments in Sanya and elsewhere on Hainan island.

At the request of the Hainan Land Property Group PA Consulting Group prepared a 30-year conceptual development plan for the Ledong International Waterfront Community.  The plan calls for a number of distinct but integrated components that complements developments in Sanya, while addressing the strengths and weaknesses of the project site.

PA’s tourism plan builds on Hainan’s natural and cultural attractions, presenting a diversity of international quality products and experiences ranging from surfing to horse racing to activities for the aging. The plan, based on a supply-chain approach, also incorporates sustainable tourism principles that balance economic, environmental and social benefits through ecologically sensitive design, long-term economic viability, and social development in neighboring (“gateway”) communities.

If adopted it is anticipated that the development plan will help create approximately 44,275 direct and indirect job opportunities, maximize the land price, and establish Ledong's International Waterfront Community as a “Home Away from Home” for high-end Chinese and foreign visitors. A central feature is the “Global Village” positioning Ledong as China’s gateway to the world.
