PA Consulting Group today announced the addition of Luisa Freeman to the firm as a managing consultant in its Infrastructure & Development Services practice in the US. Ms. Freeman brings to PA a proficiency in the area of energy efficiency planning and evaluation, as well as an extensive background as both a consultant and a former electric and gas utility executive. She has over 25 years of experience in conducting economic and market research for utility and governmental clients in the US and abroad.
As a consultant, Ms. Freeman specializes in innovative programs and pricing; market transformation; consumer aggregation; acceptance of distributed generation and renewable energy systems; customer needs, preferences and satisfaction; utility service expansion; and roles of municipal energy suppliers and customers. Ms. Freeman has made significant contributions to the energy industry in the design and use of geographic analysis tools, market transformation assessment, questionnaire design, process evaluation and development of factors for calculation of DSM and market transformation program impacts.
Internationally, Ms. Freeman has conducted regulatory capacity building as part of energy sector restructuring, integrated resource planning, strategic market planning, and competitive consumer research for foreign governments, associations, and electric and gas utilities. In addition to USAID, she has also supported several projects for international organizations including the International Finance Corporation, the Global Environment Facility, and the United Nations Department of Economic and Social Development.
Prior to joining PA, Ms. Freeman served as president of Freeman and Associates, where she performed energy sector regulatory training and capacity building, process, impact and market assessment evaluations of energy efficiency, renewable energy and customer service programs of the energy industry and sector in the US and overseas. Ms. Freeman also led a team to conduct projects for clients including the New York State Energy Research and Development Authority and has also supported regulatory agency capacity building under several US Agency for International Development (USAID) projects through the Academy for Educational Development (AED).
A noted author and presenter, Ms. Freeman has delivered speeches on various energy topics to audiences worldwide and has had 12 of her papers published. Ms. Freeman holds a B.A. in Economics from Mary Washington College and a Master of Science degree from the University of Tennessee in Economic Geography. She has conducted post-graduate work in both Engineering Economics at the Electric Council of New England and Geographic Information Systems applications at Hunter College of the City University of New York.
