Former British Ambassador to Sweden, Judith Gough joins PA Consulting as a partner in Stockholm

PA Consulting (PA) is delighted to announce that Judith Gough has joined as a partner in the Stockholm office. In her role, Judith will work closely with clients to navigate complex challenges and deliver solutions that enhance national and regional resilience.
Judith’s appointment complements the growth of PA’s defence and security team. In response to a changing global context, PA works across the defence ecosystem with experts combining their unrivalled sector insight with specialist expertise to resolve strategic challenges for a wide range of defence clients. PA’s work includes serving as the strategic integrator across the defence industry, and guiding and readying leaders on the technological and cultural forces that will shape the sector in the future.
Judith brings over 20 years of senior leadership experience from the UK diplomatic service, most recently serving as British Ambassador to Sweden and Director of the UK’s Nordic Baltic Network (2019–2024). Before that, she was British Ambassador to Ukraine (2015–2019) and British Ambassador to Georgia (2010–2013). She has extensive expertise in European defence, NATO, strategic security, and countering disinformation, as well as deep regional knowledge of Russia, Ukraine, the Nordics, and the South Caucasus.
Prior to her diplomatic career, Judith worked as a management consultant, specialising in emerging markets and financial services. Most recently, she served as Senior Strategic Adviser at business strategy advisory firm Actagon, advising on geopolitics, security, and strategic transformation.
Judith brings a unique combination of diplomatic expertise, strategic insights, and hands-on experience in some of Europe’s most critical security environments. Today, conflict is no longer confined to the battlefield and the pace of technological change is relentless. To stay ahead, we need to rethink the way we collectively respond to a broader, rapidly changing security landscape. Judith will be an invaluable part of our work with clients to address an increasingly complex threat landscape.”
