Modernising the Swedish rolling stock fleet through the European Rail Traffic Management System (ERTMS) is a major EU priority. We partnered with the Swedish Transport Administration (Trafikverket) to map and assess the investment required specifically for retrofitting and upgrading ERTMS onboard equipment.

Our research provides a transparent view of on-board implementation costs for the 2026–2037 period. While based on the Swedish experience, these strategic lessons and recommendations are framed for relevance across the entire European railway sector.

Navigating the path to ERTMS

The transition to ERTMS is essential for a unified European rail network, but the scale of the upgrade across the Swedish fleet requires strategic foresight. To help vehicle owners manage costs and resource availability, we have identified three key themes:

1. Predictable investment pathways

Because distinguishing between BL3 retrofit and BL4 upgrade costs is the first step to national budget certainty.

2. Data-driven benchmarking

Because comparing national outcomes against European reference projects ensures Sweden stays aligned with international standards.

3. Coordinated implementation

Because strengthening collaboration between industry and authorities is the only way to deliver these complex upgrades by 2037.
