The article mentions PA's survey which revealed that only 9 per cent of university leaders believe a university closure is very likely. In previous years of PA’s reports, this figure has been as high as 70 per cent. According to PA’s survey, vice-chancellors said there would be university mergers or takeovers, as closing universities in struggling areas “would be politically and socially unconscionable”.
