PA’s Karen Cherrett, a local government specialist, is quoted in Local Government Chronicle. Karen gives her view on the outsourcing process in local councils and the perception that there is a lack of procurement skills in the sector.

Commenting on the challenges procurement professionals face when setting up a social enterprise created from within public bodies, Karen says:  “Additional burdens on spinouts include the cost of public sector terms and conditions, as well as pension provision comparative to existing commercial operators. If these are not addressed early and with sustainable fixes, the costs of operating under transferred terms will become a lead weight that sinks any initial spin-off.”
