PA public sector expert, Grete Kvernland-Berg, is quoted in an article in Kommunal Rapport, discussing a new report PA presented to Kommunenes Sentralforbund about the digital repercussions of a municipalities merger.
Grete says: “Municipalities that are merging can save money – with each municipality reducing their license cost by 50 per cent. Our report contains specific recommendations on how municipalities can handle their technical systems and service digitally.”
Grete believes that municipalities can save money by considering two key elements – how they can rationalise service production via smart digital solutions and how they can make savings through IT structure and operation.
Grete says: “They should utilise welfare technology to a greater extent and carry out more effective work. Municipalities spend a disproportionate amount of resources on IT operations. They should renegotiate agreements and licenses, and consider whether it is necessary to take control of IT operations themselves. They should also consider looking at cloud or other cheap solutions.”
