Public sector support functions can be rationalised

According to Mattias Lundmark, PA sourcing expert, the Swedish public sector can be more efficient by streamlining operations and outsourcing support functions. A survey by PA Consulting Group, conducted last spring, showed that two out of three government authorities considering cost to be the priority when implementing a sourcing operation also succeeded. 

Mattias Lundmark offers the following advice to authorities considering outsourcing as a solution:

"Do not do anything hasty without developing a sourcing strategy first. Consider your decision's impact on social responsibility and what is critical from a social point of view."

"Ensure management support for the strategy and for the execution of sourcing initiatives. To be successful, the strategy must be backed and communicated by the management authority."

"Allocate sufficient resources. Ensure you dedicate enough resources, maintain quality and accuracy and manage the internal culture - anticipating some resistance - through change management and continuous support."
