The Identity and Passport Service’s (IPS) existing passport contract expired in October 2010. IPS faced the difficult task of creating a viable competition for the new contract. To supply a new system capable of producing an advanced passport with enhanced security and quality. Then, following supplier selection, IPS needed to manage the implementation and redevelopment of their passport production systems and processes, all within 15 months at a time of significant budgetary constraints. To overcome these challenges, IPS commissioned a multidisciplinary team of PA experts with skills ranging from procurement to delivery management, to create an integrated solution.
PA’s approach was to align the best skills of each organisation to the required outcome and to encourage open and collaborative communication amongst stakeholders and suppliers. This reduced the time to investigate and overcome problems, and ensured successful delivery of this complex initiative. PA helped IPS to provide a high quality and more secure passport that exceeded the client’s expectations. The project was delivered on time, on budget and will deliver savings in excess of £160 million over the term of the contract.
