Making the transition to a market economy though energy sector restructuring

PA led a project to help host country organizations in the electric power, oil, natural gas, and coal sectors to transform themselves from state controlled to privately owned market-oriented enterprises. We conducted this work in three areas:

• Energy policy reform (legislation, regulation, price control or decontrol, energy tax and trade policies, least-cost planning)
• Industry restructuring, privatization, and private sector investment
• Technical assistance to improve the operating efficiency of energy supply enterprises, such as electric power, oil and gas, district heating, and industrial companies.
