Delivering a public safety outsourcing programme for the UK’s largest police force

PA and the Metropolitan Police Service (MPS) delivered a successful Outsourced Services Programme (OSP) for second-generation contracts worth well over £1 billion for four major services. The MPS can confidently look forward to reliability, accountability and innovation from its new service providers, while enjoying savings of at least £80 million over seven years, which can be invested in improving public safety.

PA also helped the MPS design a strategic public safety procurement framework for future sourcing.

The MPS faced the impending concurrent expiry of its outsourced contracts in four major service areas:

• information and communications technology
• transport
• pay and pensions administration
• property services.

Meanwhile, some current contracts were expensive and poor value for money. New terrorist threats heightened demands on the front line, and the MPS sought to improve service quality through competition. It also needed to ensure that future contracts could cope with radical change. However, the MPS had not reached a unified view on its sourcing strategy.

Working in joint teams, PA helped the MPS overcome all these challenges and delivered a public safety procurement programme unique in public sector outsourcing.
