The Youth Justice Board of England and Wales asked PA Consulting Group to support the implementation of its Intensive Supervision and Surveillance Programme (ISSP) - the Board’s new flagship program for dealing with serious and persistent young offenders. This is a bold and innovative attempt to reduce crime by engaging with some of the most difficult individuals in the youth justice system.
PA worked alongside the Board on every stage of the initiative from set up of the program to delivery of schemes in the field and on to improvements in performance and effectiveness. This assignment required an extensive mix of practical skills - project management, performance improvement and information management - plus detailed knowledge of the intricacies of youth justice, as well as the research evidence about how to reduce re-offending.
Nearly 2,400 young people started on ISSP schemes in the first year of operation, across more than 40 local schemes.
