Office for Criminal Justice Reform

Developing a team of ‘troubleshooters’ to improve the performance of the Criminal Justice System

PA has helped strengthen public confidence in the UK's Criminal Justice System (CJS). Our client, The Office for Criminal Justice Reform, chose PA because of our track record of performance improvement in the CJS, and our commitment to skills transfer and sustainability.

The PA team worked with the client's 'troubleshooters' - the Performance Action Team (PAT) - whose brief is to offer hands-on support on urgent performance issues in areas such as increasing victim and witness satisfaction, and improving the enforcement of court decisions. Working in equal partnership, the PA / PAT team's troubleshooting support for 42 areas was well received locally and produced great results. One prime target - to bring 1.25 million offences to justice by 2007/8 - had been exceeded by March 2007.

In one area of England the number of court orders (warrants) that had not been carried out was rising. The PAT/PA team discovered there was no agreement on who was responsible for executing particular types of warrants. PAT/PA helped the area secure a new agreement with a private agency to execute agreed warrants, and the number of outstanding warrants fell significantly.
