Commission for Energy Regulation in Ireland
Reviewing electricity trading arrangements and designing a new Irish electricity market
In 2002, the Commission for Energy Regulation in Ireland undertook a review of the interim electricity wholesale trading arrangements. PA drew upon our global experience in electricity industry and market reform to assist CER in this review. We then helped CER assess and select options for a new electricity market.
The Commission for Energy Regulation (CER) in Ireland undertook the task of reviewing and replacing (as necessary) the interim electricity wholesale trading arrangements in advance of full electricity market opening in the EU, scheduled for 2007. The scope of PA’s work for the CER included reviewing the existing trading arrangements, developing recommendations on a new electricity market design, and then advising on the implementation of the new market design. PA’s work for CER was based on our current international electricity industry reform and economic expertise coupled with hands-on project management and consulting experience. This expertise came from our work in electricity market design, market implementation and electricity industry reform around the world: the US, at both state and federal levels; Australia; the UK; New Zealand; Singapore; and in several developing countries.
Drawing on our international perspective, PA introduced new ideas to the debate and provided a view on the most appropriate proven design that would reflect the local conditions and objectives in Ireland.
