The Youth Justice Board of England and Wales asked PA Consulting Group to support the implementation of its Intensive Supervision and Surveillance Programme (ISSP) - the Board’s new flagship programme for dealing with serious and persistent young offenders. This is a bold and innovative attempt to reduce crime by engaging with some of the most difficult individuals in the youth justice system. The challenge was to realise the benefits of the Youth Justice Board’s (YJB) initial £45 million investment.

PA worked alongside the Board on every stage of the initiative from set up of the programme to delivery of schemes in the field and on to improvements in performance and effectiveness.
