Understanding shared challenges for Health Information Exchange across the States

PA study in discussion with representatives of the State Health Information Exchange Cooperative Agreement Program

The HITECH Act authorized the establishment of the State Health Information Exchange Cooperative Agreement Program to advance appropriate and secure
Health Information Exchanges (HIE) across the health care system. To receive funding through this program, State agencies and State Designated Entities (SDEs) have submitted operational and strategic plans to the Office of the National Coordinator (ONC) for Health Information Technology (HIT), commonly known as ONCHIT, and 40 states have now received funding for the program to the tune of $564 million.

In order to gauge the level of readiness of program participants, PA Consulting Group (PA) met with lead representatives for the program from 12 states.
We would like to thank HIE representatives from the following states for participating in this study: Alabama, Florida, Illinois, Massachusetts, Michigan,
New York, New Jersey, Nevada, North Dakota, Pennsylvania, Utah and Washington. Recognizing that states started from different points in terms of
the infrastructure already in place, the states we spoke with are making good progress as evidenced by the status of their planning and the early engagement
of important stakeholders.
