Tribunals Service

Supporting multi-jurisdictional working

As part of the Transforming Tribunals programme, the Tribunals Service identified an opportunity to both improve their overall customer service and reduce their operating costs by introducing a new two-part multi-jurisdictional delivery model. This model involved the creation of a series of customer-facing Multi-Jurisdictional Hearing Centres (MJHCs) and separate back-office Administrative Support Centres (ASC). The intention was that each would service a range of different tribunal jurisdictions depending on the local customer demand for tribunal services. Both of these changes had significant implications for Tribunals Service staff; it involved staff not only having to transfer work location, but also required re-training staff on the new operating model.

The creation of the ASC pathfinder represents the first time that the Tribunals Service has adopted multi-jurisdictional working and creates real operational flexibility with the potential for further efficiency savings. The establishment of teams, which can work across jurisdictions, creates the opportunity to absorb workload variations and maximise the utilisation of resources. In addition, designing the operating models around end-to-end process and in turn building the organisational structure of teams around those process groupings will improve the Tribunals Service's ability to adjust to fluctuations in customer demand.
