Improving the operation efficiency of the container terminal at Tianjin Port

Tianjin Port ranks the largest man-made port in China. It is located in the economic center of North China, bordering on the Bohai Bay and only 72 miles from Beijing. As the Seagate of Beijing and important foreign trade port in northern China, today, Tianjin Port, has been today's second largest general port in China. By the end of 2006, overall container throughput has reached 5.9 million TEUs, ranking No.5 in China and No.18 in the world. By 2010 and 2020, the container throughput of Tianjin Port is expected to reach 11.75 million TEUs and 20 million TEUs, respectively. With today's surprising growth of container throughput, Tianjin port has been facing unprecedented challenge than ever before – increased road traffic inside port, low-efficient interaction between ODYs and terminals, etc.

This project is aimed to further optimize the business process, management efficiency and the level of technology application of the Tianjin port authority, improve the internal management and operation efficiency of the Tianjin container port, increase the service level and the comprehensive competitiveness of the Tianjin port container business through business process optimization and reengineering.

Given the nature of port management and the complexity of the project, the project was conducted in three phases:

In the first Phase, PA Consulting Group worked with client to make a comprehensive diagnosis and in-depth analysis of the operation processes of Tianjin container port container by using PA's specific analysis method and simulation model, so as to fully identify all the possible factors hindering the operation efficiency of the port.

Based on the outputs and outcomes in Phase 1, PA built a simulation model of core operation processes in addition to design a new TO-BE process.

In Phase 3, PA made concrete implementation suggestions for Tianjin Port based on new business process and the simulation results.

In addition to the above, PA also conducted a thorough study on the dry port concept and its application for Tianjin port in order to support the ambition of the port authority to build the port as the leading logistics gateway for northern China.

The client was pleased with PA's study and recommendations and had integrated PA's report into its own strategy and implementation plan.
