Early in 2008, there were mounting concerns about the operation of Britain’s energy supply markets, rising prices and increasing numbers of consumers struggling to pay bills. Ofgem launched its first ever market investigation utilising its competition powers under the Enterprise Act 2002. Ofgem turned to PA Consulting Group to assist with the competition assessment, drawing on PA’s deep industry expertise, innovative anti-trust insights and proven experience of helping ensure successful delivery of such complex investigations.
PA worked with the Ofgem team to undertake the required complex market, cost and behaviour analyses; manage the inputs of the various interested parties; and distil the findings into a comprehensive Initial Findings Report, published just seven months after the investigation’s launch. The work identified half a billion pounds of potential consumer benefits and set in motion the required actions to address the market issues and transition to a more vibrant competitive market.
