As a major police authority, PA's client provides over-arching governance and jurisdiction for over 1500 police officers and a population of 600,000. In response to a 20% cut in government funding the police authority needed to implement a change programme that would transform volume crime operations* to improve the service provided to its citizens at an overall reduced cost.
PA combined its change management methodology with its experience of working with other forces, to create a continuous improvement approach specifically tailored for the police. This included working alongside the client team to research and analyse every key stage in the volume crime process, applying lean methodologies to identify waste and comparing best-practice from other forces. This enabled the areas of most opportunity to be identified and assessed in relation to their relative merit of meeting the savings and service targets.
Within four months PA identified potential savings in the force’s volume crime operations of £6.4M. In addition, by working in firm partnership with the client team PA ensured ownership for the programme was retained by the force, skills to drive out the proposed savings were embedded in the core client team and knowledge was effectively transferred so that the force can run similar change programmes in its own right.
