UK Ministry of Defence - Identifying future radio spectrum needs for the UK MOD

Radio spectrum is a scarce resource which is in increasing demand for cellular and other communications services. Following a change to the regulations and pricing structure for radio spectrum, the UK Ministry of Defence (MOD) was facing an annual charge of up to £400m. The MOD therefore needed to understand what UK radio spectrum it needs now, and up to 2027, in order to conduct operations, plan and manage capability and support equipment acquisition.

PA estimated the MOD’s current and future demand for spectrum, and its cost, drawing on our understanding of the value of spectrum to both defence and the commercial world. We carried out a technical assessment of the MOD’s radar and communications systems requirements, predicted spectrum requirements by system, time and geography, undertook complex modelling of radio interference and highlighted options for spectrum efficiency.

As a result, the MOD now has a robust understanding of its future spectrum demand which has been endorsed by Ofcom and potential £multi million savings have been identified.
