Devonport Management Limited (DML) - creating a procurement function that optimises the supply chain

The principal activity of DML, today part of Babcock, is submarine and warship refitting and maintenance, together with warship design and construction. Its principal defence customer is the UK Ministry of Defence (MOD).

DML was committed to reducing its dependence upon the MOD supply chain, by sourcing the majority of its requirements commercially. To do this, while maintaining its commitment to reduce the cost and timescale of customer maintenance and refit activity (and thereby avoid contractual penalties), a major change in procurement practice was required.

PA Consulting Group was chosen for its proven ability in establishing commercial procurement functions alongside senior-level leadership. Over a period of five years, PA supported DML with:

  • procurement strategy

  • organisational change

  • supplier development

  • control and monitoring systems.
