PA Consulting Group (PA) worked closely with the DfE strategy unit to develop a model that centres on the complex interactions between front-line users and providers that produce outcomes in education and children’s services.
PA has been applying the model to major areas of policy development and in each of these cases the approach allowed teams to assess the extent to which their policy approaches would deliver their outcomes and where there were particular gaps.
As a result priority policy teams have been able to review their activities and identify and develop new initiatives in line with their objectives, in particular focusing on how to enable children, learners and parents to play a meaningful role in service delivery.
