UK Ministry of Defence - Delivering a critical commercial agreement in less than 12 months

The UK Government’s Defence Industrial Strategy highlighted the need to retain key industrial capabilities in the UK, including the ability to build and support complex warships. While the current warship building programme will stretch industrial capacity in the near term, future demand will be much lower and more variable, threatening the maintenance of key capabilities.

In order to maintain the industrial capability and meet the MOD’s current and future warship requirements at an affordable price, a strategic partnering agreement was required between the MOD and the UK’s leading provider of complex surface warships.

PA worked closely with the MOD and the key supplier to deliver the agreement. We developed key commercial mechanisms, provided programme management support and helped to develop the partnering relationship between both parties. The Terms of Business Agreement (ToBA) was fully approved by the Government and signed within just nine months. Implementation of the agreement, including the development of the partnering relationship and the delivery of benefits has now commenced.
