PA Consulting Group strengthens Australian Healthcare team, appointing two new senior staff

We are pleased to announce that Julia Cooper and Tony Loan have joined the PA Consulting Group as members of the Australian Healthcare Team. Their appointment at a senior level is part of the planned growth and development of our business and reflects our commitment to developing a sustainable healthcare practice in Australia.
Julia Cooper is a registered nurse by background, with over 25 years' experience in both healthcare and consulting. She has a passion for reform in the broader health industry with experience that spans acute and community care, policy development, private health insurance and health funds. Julia has led engagements in four main areas of business:
- leading process reengineering in the health industry, including intensive care, aged care, cardiology, obstetrics & gynecology, air ambulance service, community care
- managing highly complex multi-stakeholder engagements to drive common outcomes such as the development and implementation of the minimum standards for Coronary Care in VIC/ SA private sectors, and undertaking the stakeholder consultation process for the development of the Victorian Stroke Care Strategy.
- strategic reviews and advisory roles including new hospital service delivery models, models of care, clinical risk management, disease and injury management, feasibility studies of Medicare reforms, and contracting between hospitals and health funds
- innovative use and implementation of technology in the clinical and business environment of health: driving implementation of clinical IT systems; designing technology to focus on patient-centric models of care; researching the e-health opportunities for Specialists and GPs, and undertaking a business case for the development of a fully digitized hospital in the Australian environment.
Julia will be based in PA’s Sydney offices and dedicated to driving new opportunities in the Clinical Services Redesign Program in NSW.
Tony Loan holds a BE (Civil) and MBA, with over 25 years' experience in government and industry, and an outstanding track record of success in consulting. Comprising some 15 years in the healthcare industry as both a management consultant and line manager, Tony has led engagements in four main areas of business:
- a broad range of state-wide strategic reviews of healthcare services and development of clinical services’ plans, including cancer, palliative care, renal and oral health services
- a series of hospital operational performance reviews (including benchmarking nursing, allied health, hotel and administrative services between hospitals and states).
Tony has also been extensively involved in cost/risk reduction programs such as co-ordinated care approaches, development of comprehensive home care alternative programs (substitute care) and assessment of risk of premature admission or inappropriate admissions to hospitals and longer-term care:
- a range of business case and clinical services planning projects involving the development of new healthcare services and systems (eg, feasibility of patient hotels/low dependency units), as well as hospital redevelopment (master planning)
- a number of client projects involving the development of business strategies and business models that leverage emerging technologies and lead to competitive advantage.
Tony has particular expertise in performance improvement and evaluation. He is also a ‘heory of constraints’ expert and will support the healthcare team working on the Clinical Services Redesign Program in NSW as well as focus on new business opportunities in Victoria and SA. Tony will be based in PA’s Melbourne Office.
