PA Consulting Group continues to support sustainable tourism development in the Caribbean

Under the European Commission-funded Caribbean Regional Sustainable Tourism Development Programme, PA Consulting Group is providing technical assistance to the Caribbean Hotel Association (CHA) in the areas of research and business development. The research component will focus on the development of sustainable tourism performance indicators for small, medium and micro enterprises (SMMEs).
The research component will also include an investigation into the operating costs of these SMMEs and the impact that their operating costs and taxation levels may have on competitiveness. Under the business development component, PA will focus on strengthening the CHA, developing business models for National Hotel Association and SMMEs.
PA is providing technical assistance to the Caribbean Tourism Organization by advising on ways to improve the research capacity of its member organizations and conducting a variety of studies on salient topics such as air transportation models, cruise tourism impacts, soft adventure market and community tourism.
PA has been a member of the Caribbean Alliance for Sustainable Tourism (CAST)’s Governing Council since 1998, working on the introduction of environmental management in the hotel sector. PA has recently implemented hotel environmental programs under the United States Agency for International Development (USAID) funded projects of the Environmental Audits for Sustainable Tourism (EAST) project in Jamaica and the Caribbean Hotel Environmental Management Initiative (CHEMI) in the Eastern Caribbean. As a result of this work, Jamaica boasts the world’s first four hotels to be Green Globe 21 certified. Additionally, Jamaica now leads the world in Green Globe 21 certified tourism businesses, including a commercial hotel chain with all its affiliated hotels. Under CHEMI, PA assisted Dominica in becoming the only country to benchmark Green Globe 21.
"PA is excited that its work in Jamaica and the Eastern Caribbean has laid the ground work for the Caribbean to be recognized as a pioneer in hotel environmental management and that there exists an organization such as CAST to continue that work," said Mr. William Meade, a member of PA’s management group who leads the tourism and environmental business.
In other news, PA is also currently in contract negotiations with the Public Sector Reform Unit of the Government of Jamaica to provide consulting services in support of a modernization program for the Jamaica Fire Brigade.

William Meade heads PA tourism and environment business worldwide. He has 20 years' international experience and has led assignments supporting government agencies in the design and implementation of environmental impact assessment, environmental management, sustainable tourism, ecotourism and tourism planning. He is currently project director for multi-year USAID-funded programs in Egypt and Jamaica, working at both the property and destination levels, where he has spearheaded the introduction of voluntary environmental management systems (EMS) certification.
Jeannelle Blanchard works on PA’s sustainable development projects, specifically in sustainable tourism, environmental management programs, developing communication and outreach initiatives, and designing training programs and working with small and medium sized enterprises. Her skills include project management, program development, capacity building, training and institutional strengthening.
