PA’s annual human resources survey in Norway: 2003
PA's HR Panel, established four years ago, is a group of HR Directors from the largest companies in Norway. The purpose of the HR Panel is to create an arena to exchange experiences and contribute to improving the human resources work in Norwegian companies.
PA has previously carried out four surveys for the HR Panel, on the subjects of HR strategy, change management, future working life and performance management.
E-HR – electronically enabled HR
The subject of the fifth and latest survey is e-HR. PA has examined how 37 large companies in Norway use electronic systems in the HR area.
The main conclusions from the 2003 survey are that:
- the companies report significant savings after introducing electronic HR systems. However, 75% of the respondents claim that they are not fully exploiting the potential of their current systems.
- most companies have introduced systems that support administrative HR-processes. For HR processes that support recruitment and development of staff, only 20% have introduced electronic systems.
- only half of the companies have introduced systems that support performance management, despite the fact that PA’s survey in Norway in 2002 showed that 90% regard performance management as very important.
- almost half of the companies report that they do not have access to key HR-related information. Most managers have access to information only on request and many managers question the quality of the information they receive.
- only a minority of Norwegian companies are planning to outsource their HR-processes, in contrast to findings in the US and other European countries.
