The economy of the West Bank, historically disadvantaged for more than 30 years, faces significant challenges. Municipal infrastructure is lacking and needs both expansion and rehabilitation. Water supplies are limited and shared with other regional interests such as Jordan, Syria, and Israel. Generally, the aquifers are fully exploited with little capacity left to meet future growth demands. In Gaza, water is being pumped at a rate exceeding the sustainable capacity of the coastal aquifers.
The project’s goal was to improve the quality and quantity of the basic municipal services to Palestinians in the West Bank in order to support the Middle East Peace Process by responding appropriately to immediate and longer term infrastructure needs of Palestinians in the West Bank. Water remains a critical factor in both economic development and the peace process. The project had both long- and short-term objectives. The primary short-term goal was to bring water quickly to Palestinian communities in the West Bank, in conformance to the Oslo accords.
