Evaluation of USAID/WBG Water Resources Program
In the spring of 2004, ECODIT conducted an evaluation of the USAID/West Bank and Gaza (WBG) water program, analyzing:
- the potential of different strategies and mechanisms for developing operations and maintenance capacities in different entities in the Palestinian water sector, to ensure that water sector investments are sustainable long-term, and
- comparing the pros and cons of different contractual mechanisms that USAID can use to develop small-scale water infrastructure in WBG.
The ECODIT evaluation team in the West Bank met all the stakeholders (USAID staff, US contractors and PVOs, Palestinian Water Authority and West Bank Water Department, and the local beneficiaries of water projects), visited a range of water project sites, and organized a stakeholders' workshop and round table discussion on operations and maintenance with PWA and WBWD staff.
Before leaving the WBG the evaluation team presented its draft findings and report in a debriefing to USAID/WBG staff; ECODIT submitted its final report three weeks later. The ECODIT evaluation team offered tangible recommendations on how USAID can best support the management, maintenance, and expansion of basic water services, both large and small, in WBG. USAID and its partners found the workshops and roundtables useful, enabling them to hear all stakeholders' views and focus on priority issues and opportunities.
