GSA Schedule Ordering Process
GSA Schedule Information
Ordering process:
- Identify and quantify requirements
- Discuss requirements with PA and agree on a Statement of Work
- Review price lists from three schedule vendors and develop independent cost estimate (price lists available online from GSA or PA)
- Submit justification, funding document and statement of work to contracting office, which sends Request for Quote (RFQ) to PA
- PA Government Services submits quote (firm fixed price or T&M ceiling price) based on MOBIS price schedule
- Make selection based on best value¹
- Send approved task order to PA Government Services Inc using approved GSA purchase order form (Opt. Form 347, Std. Form 1449).
¹ A best value selection incorporates considerations besides lowest price, including past performance, special features in the product/service, and technical qualifications.
RFQ contents:
- Performance based description of work
- Deliverables and delivery schedule
- Pricing structure
- Applicable standards
- Acceptance criteria
- Special requirements, if any.
