With USAID financing, PA completed an overall assessment of solid waste generation and handling in Solidaridad Municipality (Playa del Carmen, Mexico). Work included an analysis of the waste at the sources, review of institutions and agencies involved in waste management, outreach to community groups, and a solid waste survey of the public at large. In addition, the legal and regulatory framework and tariff structures and financial implications were reviewed.
Particular attention was paid to hotel wastes in this popular tourist resort. Recommendations of the assessment included: improvement of the legal framework at the municipal level; strengthening of institutions involved; improved collection and management service; measures for reduction of generation at its sources; recycling and reuse; and development of local pilot projects for improved community education.
Throughout the process, PA organized regular meetings of a group of stakeholders, a group that has now been integrated as a sub-commission of the municipality, and will be involved in implementing the recommendations.
