Case study: effective sourcing for public service delivery
One recent example of our work in this area is in helping the Medicines Control Agency* to implement major strategic change through groundbreaking outsourcing. The Agency is the regulatory body responsible for the approval and licensing of all medicinal products sold in the UK, and PA helped it to set up a highly innovative, strategic outsourcing contract.
The Agency required radical change in the way it operated, particularly in its management of information, and knew that outsourcing was the only answer. PA worked closely with the Agency to design a new kind of outsourcing contract that allowed for variations in planned expenditure and shared risk between client and outsourcer without unacceptable cost overheads for either party. In addition, rigorous governance processes designed by PA ensured the Agency retained control throughout. The arrangement started to deliver a 20% reduction in operating costs in its first year.
