The NHS Quality, Innovation, Productivity and Prevention (QIPP) challenge is significant, with the need to save £20bn over three years. However the NHS has never achieved the level of productivity expected in a single year, let alone for three consecutive years. Robust QIPP plans, together with a constant focus on delivery from all those involved, are essential for ensuring that the challenge is met.
PA is actively supporting commissioners at all stages of QIPP:
Making and assessing QIPP plans
PA is helping commissioners to develop and design QIPP plans to set realistic but stretching targets and ensuring that commissioners and other decision makers secure ownership of those plans. This includes looking at the opportunities available in your area, or quality-assuring existing plans. In both cases we use an assessment framework to see what is achievable based on performance in other comparable areas. In addition we look at what needs to be in place for a plan to deliver – focusing on the team that needs to be in place as well as the actions that need to be taken.
Implementing QIPP schemes
Many schemes are based on long-standing opportunities, but they can stumble because of resistance to change. PA is helping organisations put in place active implementation and change management to overcome these barriers and ensure a lasting change is achieved, and that the expected savings are delivered.
Managing portfolios of QIPP schemes
QIPP plans usually involve a portfolio of schemes. PA is helping organisations manage and monitor these portfolios to help PCT clusters maintain focus and maximise savings. We are helping organisations put in place performance management structures to make sure each scheme achieves the expected benefits and those responsible are motivated to maintain a constant focus on delivery.
