SDSR acquisition reform - implications, next steps and targets

The Shrivenham Acquisition Workshops provide a unique and confidential forum for senior influencers and decision makers from across UK defence to discuss and debate the key challenges in defence acquisition. The workshop outputs are subsequently used to recommend positive and practical actions to address the key issues.

The Shrivenham Acquisition Workshop 2010, the fifth in the series, focused on the acquisition reforms needed to implement the Strategic Defence and Security Review (SDSR), with a particular emphasis on informing the Equipment, Support and Technology for UK Defence and Security green paper.

After opening presentations from Peter Luff MP (Minister for Defence equipment, Support and Technology) and General Sir Kevin O'Donoghue (Chief of Defence Material), over 130 delegates discussed:

• Attacking acquisition costs in non-equipment areas

• Achieving long-term value across industry sectors

• Affordable and sustainable operational capability

• Maximising returns of research and technology investment across defence and security

• Exports and sovereignty.

Hailed as a success, the workshop, led by the MOD, designed and facilitated by PA and sponsored by BAE Systems, resulted in a number of recommendations emerging which will inform future reform of the sector. The recommendations are now being taken forward with oversight from the National Defence Industries Council (NDIC).
